In preparation of the expected conflict with Venus, Mars governor Milliardo Peacecraft, with funding from the Winner Corporation, secretly designed and rebuilt the original Gundams to meet the threat. Prototype Mobile Suits, Inc, already well regarded by the governor for their refit of his Tallgeese mobile suit, was again hired to design and help build these upgraded Gundams.

At a glance, the most noticable change to Quatre's Gundam would be the enlarged backpack unit, housing the storage racks for the suit's distinctive shortel weapons as well as a considerably enhanced thruster and control surface package. The suit's lower leg armor and skirt armor was also enlarged to house additional thrust systems, giving it a high-mobility upgrade and enabling limited hovering ability when fighting on the ground. Due to this, the new Sandrock could "skate" inches off the ground at relatively high speed for short periods of time, which in turn increased the effectiveness of its close range weapons. The new Sandrock's arsenal also received a slight overhaul, adding beam blades to the shield, as well as a beam gun and a pair of flash grenades to momentarily "blind" enemy suits.
